The Unit in charge of co-ordination of actions concerning the outermost regions within DG Regio has launched a study on the regulatory, infrastructure and price setting aspects of electronic communications and high-speed connections in the outermost regions.
This study was carried out by a consortium led by Idate (France), with the participation of LL&A (France), Inesc Porto (Portugal) and MM (Spain). The European Commission wished to examine the various constraints on access to electronic communication services both within and between the outermost regions, countries forming part of those regions, and the other EU countries and neighbouring countries. The study focused on three main aspects: regulatory issues, Infrastructure analysis, tariffs issues. The aim was to identify appropriate measures to bring about an increased use of IST in these territories.

LL&A, in partnership with the Free University of Brussels (DULBEA - Department for applied economics) and regional experts of the University of the Azores, the University of the Reunion Island and the University of Gran Canaria, supervises a study whose objective is, in the first place, to establish an horizontal classification of impacts of the combination of handicaps specific to the outermost regions of the European Union and to identify the factors influencing the regions' competitiveness.

LL&A assure le pilotage d'une étude réalisée en partenariat avec l'Université Libre de Bruxelles avec des experts régionaux de l'Université des Açores, l'Université de la Réunion et l'Université de l'Université de Las Palmas de Gran Canaria qui a pour objectif d'établir un catalogue horizontal des effets de la combinaison des handicaps propres aux régions ultrapériphériques et d'identifier les facteurs qui influencent la compétitivité des régions. Le but de cette étude est également d'établir une méthodologie visant à la quantification des effets des handicaps sur l'activité économique de ces régions. Enfin, cette étude propose un cadre analytique permettant l'évaluation des mesures de politiques publiques destinées à compenser les handicaps identifiés. Elle est réalisée pour le compte de l'unité de coordination des questions liées aux RUP de la DG Regio de la Commission européenne.

NETworking for Innovation and knowledge Economy among SMEs in the associated candidate countries
Favoriser la mise en réseaux des PME des pays candidats associés pour développer l'innovation et l'économie de la connaissance

NETIES is a Specific Support Action of the R&D FP6 for the associated candidate countries. The overall project objective is to improve SME participation and success rate in the 6th Framework Programme and to ensurie more effective and faster integration of the associated candidate countries when building the European Research Area. The project intends to exploit the opportunity of the First Tuesday business network and its information and communication infrastructure, which is shared by community members actively cooperating in Central and Eastern Europe.

The stress is put on supporting innovation and knowledge economy development in order to encourage SMEs to network in clusters and alliances and increase the FP6 participation from this region. In order to achieve the project objectives NETIES will implement the whole range of support and networking activities for SMEs including 4 surveys, 3 events, in-house company training, individual coaching & consulting and intensive on-line & off-line publishing. NETIES will be implemented in a two-year time-frame (July 2004 - July 2006) by 4 consortium members (VIP park - Czech Republic, Imagion - Hungary, Dachto - Slovakia and LL&A - France) addressing 3 pilot countries (Czech Republic, Hungary and Slovakia) covered by the full scale activities and 3 non-pilot countries (Poland, Slovenia and Estonia) where some of the core project activities will be implemented as well.

NETIES est une Action d'Appui Spécifique du 6ème PCRDT en faveur des pays candidats associés à l'Union européenne. L'objectif général du projet est d'améliorer la participation des PME, d'augmenter les taux de succès dans le 6ème PCRDT et d'assurer une intégration plus efficace et plus rapide des pays candidats associés au sein de l'Espace Européen de la Recherche en construction. Le projet a l'intention de s'appuyer sur le réseau d'affaires First Tuesday et son infrastructure d'information et de communication, partagée par les membres de cette communauté qui coopèrent activement en Europe centrale et orientale. L'accent sera mis sur le soutien à l'innovation et le développement de l'économie de la connaissance afin d'encourager les PME à travailler en réseau au sein de clusters et dans le cadre d'alliances, permettant ainsi d'accroître la participation de ces régions au 6ème PCRDT. Afin de réaliser les objectifs du projet, NETIES mettra en œuvre un ensemble d'activités d'appui et de mise en réseaux des PME, qui incluent 4 enquêtes, 3 événements, des formations au sein des entreprises, des activités d'accompagnement et de conseil et une activité de publication en ligne et hors ligne. NETIES sera mis en oeuvre sur une durée de deux ans (juillet 2004 - juillet 2006) par un consortium de 4 membres (VIP park - République Tchèque, Imagion - Hongrie, Dachto - Slovaquie et LL&A - France). Trois pays pilotes bénéficieront de l'ensemble des activités du projet (la République Tchèque, la Hongrie et la Slovaquie) tandis que 3 pays non-pilotes seront concernés par une sélection d'actions clés (la Pologne, la Slovénie et l'Estonie).

LL&A was project lead, with correspondents from Finland (Upper Savo Company Development), Germany (FHG-ISI), Ireland (Nexus), Italy (Odisseo) and Canada (DMR), of a study looking at innovative networking practice conducted by SMEs in Europe and Canada. Entitled "Knowledge Resource Networks as a contribution to the Intelligent Economy", this study was carried out for Enterprise Directorate-General of the European Commission (ex-DG III). The final report entitled "Business Networks and the Knowledge-Driven Economy" has been published by OPOCE, the Office for Official Publications of the European Communities. The publication is made of two parts: the first one is dedicated to an assessment of the Knowledge Resource Networks Concept; the second part presents 18 case studies, selected in Europe and Canada. Le rapport final intitulé "Les Réseaux d'entreprises et l'Economie de la Connaissance" a été publié par l'OPOCE, l'Office des Publications de la Commission européenne. Elle comporte deux parties : la première analyse et évalue le concept de Réseaux de Ressources de Connaissances; la seconde présente 18 études de cas, choisis en Europe et au Canada. With project partner and leader, Nexus, Ireland, LL&A has coordinated a European initiative launched in the framework of the PROMISE programme of the European Commission ("Promoting Information Society in Europe"). This initiative, called Epsilon (European Pilot Sites For Industrial and LOcal Networks) aimed at promoting awareness of the Information Society and networking by SMEs. It comprised 15 projects with partners in 10 Member States. The final Report, entitled "SMEs and the Net - Raising Awareness and Knowledge Networking", is available for downloading here or on the Epsilon web site (May 2000). A French version is also available. This report has been written by Morgan Carpenter of Nexus Research, Dublin, Ireland, co-ordinator, together with LL&A of the Epsilon Umbrella Structure for DG Enterprise and DG Information Society of the European Commission. This publication presents the experience of 15 EPSILON projects in addressing these changes. It is not intended as an introduction to knowledge networking, or as a justification for the use of new forms of information and communication technology by small enterprises. It is intended and written as a resource or toolkit for practitioners in business support services and intermediaries.
