Preparation of the Regional
Plan for Research ad Higher Education in French Guyana Préparation du Schéma Régional de la Recherche et de l'Enseignement Supérieur de la Guyane Launched at the initiative of the Regional Council of French Guyana, the 10-year Regional Plan for Research and Higher Education has been prepared during 2009. It is based on a series of consultations and round-tables bringing together all stakeholders, as well as deskwork. The Plan was presented during the Regional Conference on Research and University in October 2009 (also prepared and organised by LL&A). |

Le SRRES (Schéma Régional de la Recherche et de l'Enseignement Supérieur), en tant que schéma directeur à 10 ans, a été élaboré à la demande du Conseil Régional de la Guyane, sur la base de consultations de l’ensemble des acteurs concernés, d’ateliers, de deskwork. Il comprend également 14 fiches –actions d’application concrète. Il a été présenté en octobre 2009 lors des Assises régionales de la recherche et de l’Université, montées également par le cabinet LL&A. |

Study aimed at
"clarifying the role of research and technological development in
the outermost regions of the Europe Union and improving their integration
into the European Research Area" Etude visant à "mieux connaître la place de la recherche et développement technologique dans les régions ultrapériphériques (RUP) de l’Europe et mieux les intégrer dans l’espace européen de la recherche" Launched by DG Research - Direction A5 of the European Commission, the study was designed to identify all significant research actions in the outermost regions in order to produce a detailed overview of the research, technological development and innovation policy undertaken in these territories and to map RTD activities in the outermost regions. It was also aimed to analyse the means to improve the integration of outermost regions into the ERA in order they participate more fully in Community RTD activities despite their geographical remoteness and improve their synergies with their neighbouring countries (Caribbean, South America, South Africa). The study was carried out by a consortium comprising LL&A et Inesc-Porto, working in collaboration with regional teams. Results are available on the eRup web site (synthesis and regional reports, database of R&D organisations, contacts and research projects). |

| Lancée par la DG Recherche de la Commission européenne - Direction A5, l'étude visait à identifier toutes les actions de recherche significatives dans les RUP permettant d'avoir une vue d'ensemble détaillée des politiques menées dans ces territoires en matière de recherche et de développement technologique et d’innovation et d'établir ainsi une cartographie de la RDT dans les RUP. Elle visait également à analyser les moyens de mieux intégrer les RUP dans l’EER afin qu'elles puissent davantage participer aux activités de RDT communautaire malgré leur éloignement géographique et renforcer leurs synergies avec d’autres pays proches (Caraïbe, Amérique du Sud, Afrique du Sud). L'étude a été conduite par un consortium composé de LL&A et Inesc-Porto, qui travaille en collaboration avec des équipes régionales. activities in the Indian Ocean - and Report on the "Meeting for the
Advancement of Research in the Indian Ocean region" Etat des lieux de la R&D dans l'océan Indien et Actes des Assises de la Recherche dans l'Océan Indien The Reunion Island Region has organised from 3 to June 5, 2003 in Saint-Denis de la Réunion the first "Meeting for the Advancement of Research in the Indian Ocean region", in cooperation with the University of Reunion Island and C3I which groups four research institutes : CIRAD, IFREMER, INRA and IRD. Région Réunion a organisé du 3 au 5 juin 2003 à Saint-Denis

l'Océan Indien", en coopération avec l'Université de la Réunion

Study on "Benchmarking national and regional policies in support of the
competitiveness of the ICT sector in the EU" Analyse comparative des politiques nationales et régionales destinées à soutenir la compétitivité du secteur des TIC en Europe The overall objective of the study, commissioned by DG Enterprise / Unit D4 (E-business, ICT industries and services) is to collect and assess information relevant to European national and regional policies for enhancing the competitiveness of the European ICT sector. The study will support DG Enterprise aims to develop systematic ICT sector policy as outlined in the Communication on "Industry policy in an enlarged Europe". More specifically, the objective is to construct a clear picture of the existing policy initiatives in the EU, to assess them in terms of their efficiency and effectiveness, to identify best practice and to draw policy recommendations on how to further improve the competitiveness of European ICT industries and services. The project consortium is led by the Fraunhofer Institute Systems and Innovation Research (FhG-ISI - Germany). Other members of the consortium are LL&A and the Strategy, Technology and Policy Institute of the Netherlands Organisation for Applied Scientific Research (TNO-STB).

L'objectif
global de l'étude, lancée par la DG Entreprises Unité D4 (e-business,
industries et services TIC) est de rassembler et d'évaluer des
informations concernant les politiques nationales et régionales visant à
améliorer la compétitivité du secteur européen des TIC. L'étude vient en
appui des objectifs de la DG Entreprises afin de mettre en place une
politique sectorielle orientée vers le secteur des TIC conformément à la
Communication sur la "Politique industrielle dans une Europe élargie".
Plus spécifiquement, l'objectif est dresser un tableau précis des
initiatives publiques existantes au sein de l'UE, de les évaluer en
termes d'efficacité, d'identifier les meilleures pratiques et d'élaborer
des recommandations de politique publique permettant d'améliorer la
compétitivité des industries et services TIC en Europe. Le consortium du
projet est piloté par "Fraunhofer Institute Systems and Innovation
Research" (FhG-ISI - Allemagne). Les autres membres du consortium sont
LL&A et le "Strategy, Technology and Policy Institute" de la "Netherlands

This study was conducted in the framework of the preparation of the World Summit on the Information Society (WSIS) which was held in Tunis in November 2005. It was carried out in partnership with Grupo Santander and the Banque d'Affaires de Tunisie with a World Bank funding.

Moroccan strategy in the area of information and communication technologies
development, eMaroc. The assignment was commissioned by the Moroccan government
and funded by the World Bank. A follow-up mission has been conducted during
the spring 2002 and in 2004.

IT en Algérie"
The study aimed to review and make recommendations in order to support Government of Algeria's efforts to prepare and implement its National Information Society Program. More specifically, the objective of the assignment was to collect and analyse relevant information providing a comprehensive description of the IT sector. The methodology was based on documentary analysis and interviews conducted in Algeria. The final report presents a review of ICT development in Algeria, an analysis of strenghts, weaknesses and opportunities as well as synthetic proposals for the development of information society in the country.

L'étude visait à établir un état des lieux et des recommandations préalables, pour qualifier le lancement d'un programme TIC de la Banque mondiale en Algérie. Plus spécifiquement, il était demandé de collecter et d'analyser les informations permettant de fournir une description complète du secteur TIC. La méthodologie s'est fondée sur une analyse documentaire et des interviews en Algérie. Le rapport final présente un état des lieux des TIC en Algérie, une analyse des forces, faiblesses et perspectives de développement des TIC en Algérie et des propositions synthétiques pour le développement de la société de l’Information.

on the impact of the Information and Communication Technologies in the
Outermost Regions of the European Union

Launched by the DG Information Society, this study aimed to explore ways of helping the outermost Regions of the European Union (the four French overseas Departments - French Guiana, Guadeloupe, Martinique, Réunion Island -, the Spanish Canary Islands, the Portuguese islands of Azores and Madeira) to benefit fully from ICT-based opportunities and to speed their transition towards the Information Society. The study was carried out by a French-Spanish-Portuguese consortium comprising three organisations which worked together on topical and geographical analyses: LL&A (French overseas Departments and general coordination), INESC Porto (Madeira and Azores Islands) and Sema Group sae Spain (Canary Islands). The study results have been presented in September 2001 and are available for downloading from the eRup web site.

LL&A was the project management support contractor of the ESIS project (European Survey of Information Society). ESIS was an EC-funded comprehensive information system on the development of the Information society in the European Union, launched and led by the Information Society Project Office (ISPO). LL&A was also responsible, in partnership with SEMA Group, for the project management support of ESIS II, the extension of ESIS to 25 countries from Central and Eastern Europe and Mediterranean Area. ESIS combines four categories of information: an European inventory of IS projects and organisations; the monitoring and regular analysis of new regulations and a collection of basic facts on Information Society developments; a permanent overview of public and private IS promotional activities; the mapping of the alternative networks.
